OK when you buy a car from out of state you dont have to reg it if youre not driving it ..Also about smog that is totally up to the buyer!!buyers responsibility to smog a car in california..Well thats what i been doing..I always sold my cars without smog..It's pretty much up to the new owner to get the smog but it does stste in california law the seller should..Anways here is a link and the law is the law but there ways to bend it =)
