Building a Drift Track

Where would the best area with a high a concentration of drifter be for a drift track? What kinda of insurance would it need?

I'm not really building a track, but i need to create a business plan for one.

the insurance dealie shouldn't be too hard to find, try giving willow springs a call and let them know you're doing a school project.

As for location.. Adams does pretty well out in Riverside.
