that's why they have a law called reckless operation, meaning if the cop thinks you're doing stupid stuff, then yes he'll nab ya, in the eyes of the law cars are for transportation, any use other than that will usually draw attention from them

If you break traction, you are driving in a wreckless manner. If you squall your tires at a light you can be ticketed for noise ordinances, unsafe start from a start position, wreckless driving. You are screwed no matter what. Now in some towns the cops won't touch you if you are doing these things on private property..(paking lots and such) but that differs from place to place.

it's illegal because the cop doesn't see you controling oversteer through a corner, he sees a driver sliding uncontroled through a turn where there could be other vehicles/trees/poles/whatever, he'll ticket you.
