its when you downshift without matching your rpms and dump the clutch to initiate a drift.

yeah i think the idea of shift lock is just getting a good shock to the rear tires by mismatching the rpm's and the speed of the car in whatever gear. I've heard it can be quite harmful to the car though......that's a surprise
