yur ebrake pulls on yur existing calipers with a lever no matter how tight you get yur cable if yur calipers are worn out they will not hold tght. This is why when yur going at slower speeds you can lock them up but at faster speeds it doesnt have enough pressure to bring the rotor to a stop you can either rebuild the seals in yur rear cal. or replace them. Just putting rotors and new pads on will not help you lock them up if there not strong enough there not strong enough.Good luck and try this before you start tighting the cable cause you can snap other things wich will cost more in the long run.
