Japan is 18 years of age and every one needs to go to a goverment sponsored or goverment certified school. It cost 3000 and you have an equal amount of driving and deskwork. All these programs have driving courses on campus. You need to qualifi to be able to drive on the streets with and instructor. After you graduate the scool you can go to the county DL burow and take a writen test to get your license. For a period of one yoer you need to display your new driver banner and any vehicl you drive. You are given three points to start if you manage to make it to your one year without loosing any points then you are given 12 more. then they take them back with all the same as the states. No seatbelt, Speeding, Wrekless, the usual BS. And if you get cought drifting well that school got an open door policy as long as you got your 3g you can go again.

The reason they are raising the driving age country wide is because of young drivers and what "The man" likes to refer to as the "Hippety hop, speed culture". Cause believe it or not, most people over the age of 35 don't like all these cars with the loud exhaust and the booming stereos riding through their neighborhoods at 2 am leaving black marks and what-not. SO they make these goofy laws so that they can bust people who tend to do that. They pull over the suspect cars such as but not limited too, Hondas, Nissans, Mazda's, Dodge and anything else that either sports neon, wheels or wings and they check everything on your car and your person they can to bust you.

So the best thing that you can do is to go naked. Sans fancy wheels, wings, bodykits and the rest of that hoody goo. That way you can hopefully fly under the radar.

At 16 you can try to get your license, however these days they put alot of restrictions on them like you cant drive with any one else whos not a licensed driver over 25 for the first 6 months. And You cant drive between midnight and 5am for a year. and other BS like that. They only use those laws to throw the book at you if they want to get you on other things. Its stupid, but the restriction is based on time you've had it not age, i got my license at 17, and really didnt get it unrestricted until i was 18, and these days they are constantly adding more restrictions and changing existing ones.
I actually got busted for that "no driving after 12:00" BS. My "real crime", btw: I was going 78MPH. On the freeway (65 limit). In the middle of the freaking night. Going slower than traffic!

Hey, that reminds me, if someone who was licensed in the US, moved to Japan, what would be involved in getting a Japanese DL?

It used to be you had to have your permit for a year and then you can get your license. Now they uped the permit age to 15-1/2 so by default you can't your license til your 16-1/2. Not sure what the point of making a whole 6 months difference. That's VA by the way. I luckily beat the law by 4 months or so.

Yeah, that's pretty much same as here, except we take the theory test to get our learner's permit and take the practical for the real license.
