Well I've never owned or modified a SR20, but from my brief experiences with modifying turbo cars for more power on a budget I would say get a downpipe ($200-$300?), exhaust cutout with wingnuts (manual remove) to exit right after the downpipe ($35), and cheap Bosch style boost controller to raise the boost a bit ($30-$50?).
