Y-Plates these are plate numbers given by the LTO ( DMV in Japan ) to American Military drivers that register their car. The plate number starts with a Y then some 4 digit number, sybo or kanji character.

yea (y) a.k.a. (to the ppl in the military) as a joke is considered as yankee go figure
