I just found a 1996 Silvia Q for sale, Automatic, low meilage, Sr20DE (no turbo... meh!), and lots of body mods for 4,500 USD FOB. Just wondering, but where could I find what it would take to get this US DOT legal? I'm also looking into importing a Skyline GTS-T type M Spec II for about the same price, and selling that in the US.

BS. Costs huge wads of cash to import Japanese cars into the US. Furthermore it'd be rediculous to import a Q's. Why go to all the effort for such a low power car? There is absolutely no way anyone would sell that car for 6 grand IF it was legal stateside.
And why waste the enormous amount of money it would take to get the car complied on a GTS-t?? There is absolutely no way you'll be able to import that car and make a profit selling it for 4.5 grand.
To get either of those cars complied it's gonna cost you more than 30 grand.
