simplest and least technical way of explaining offset is "the distance from the centre of the width of the rim that the mounting point is"... sorta... its a little more technical than that though.
The kit's a BN Sports kit. The screen probably isn't used for an HKS camp system going by the fact that he's got quite a few analogue gauges on his dash (don't really need to double up unless youre a gauge-o-holic).
I dunno, the car's too clean for it to be a serious drifter... lovin the J's headlights n the BN Sports kit tho. Actually... he's got flared guards as well... (with rims which will have the right offset on a standard silvia, hence why they look wrong in these pics) maybe he just finished fitting it on and painting it?

some particularly annoying people tend to think that the correct offset for a rim is ONLY one that makes the rim sit flush with the guards.
Usually you choose an offset that allows you to fit a rim without rubbing against the inner guard, hitting any suspension parts and making the rims stick out too far outside the guard.
